I have examined the accompanying Ordinance intituled

An Ordinance to repeal the Sugar Convention Ordinance, 1904,

and I am of opinion that the Ordinance is

une which is not contrary to the

Governor's Instructions.

The object of this Ordinance is to carry out the instructions

received from the Secretary of State for the Colonies in his despatch

No.1 dated 8th July, 1919 for the repeal of the Sugar Convention

Ordinance, 1904, in view of the withdrawal of His Majesty's Government

from the Brussel's Sugar Convention; the effect of which withdrawal

is understood from the said despatch to have been to relieve both the

Imperial Government and the various Colonial administratione from

their obligations under the Convention.
